Assessment of the Effectiveness of Environmental Supervision on the Example of Controlling the Performance of Rustavi Industrial Facilities

This research suggests the assessment of the effectiveness of environmental supervision on the example of controlling the performance of Rustavi industrial facilities. Regarding the status quo in Rustavi, the research focuses on the activities of the Department of Environmental Supervision in response to air pollution.

For this purpose, the research describes the environmental supervision system in Georgia; air-protection legislation; the structure of the Department of Environmental Supervision; control units of the Department; measures taken by the Department for the prevention of environmental offenses; activities of the Department inspectors; And in comparison, suggests the good international practice of effective enforcement of environmental law.

Based on the abovementioned issues and the information, received from the chief state inspector, the research provides an analysis of the challenges faced by the Department, including, the problem of the sufficient number of inspections, lack of inspectors, the effectiveness of responding to messages received on the Department’s hotline. On top of that, this research suggests recommendations to solve these challenges and analyzes the practice for responding to violations detected as a result of inspections of industrial facilities.
