
Update: according to the data provided by Ministry on August 17, currently only LLC “MN Chemical Georgia” fully fulfills the obligation. The following companies are registered in the electronic system and the web service connection works are underway: LLC “Heidelbergcement Georgia”, JSC “Rustavi Azoti” LLC “Geosteel”.
By August 1, the following companies should have had a self-monitoring system on site: LLC “Rusalloys”, LLC “Max Import”, LLC “Viva Cement”. however, it is clear from the Ministry’s response that the mentioned companies did not send letters to the Department of Environmental Supervision to register in the unified electronic system. Condition is the same in LLC “Elba Export” – according to the schedule, the installation of the self-monitoring system was supposed to be finished in July, although this enterprise did not apply for registration either.
One of the main demands of the demonstration held on June 5 was a plan-schedule, which would provide detailed information about enterprises – timeframe for installation of filtration and self-monitoring systems.
Our movement receives the mentioned information from the Ministry step by step and shares it with the public. On June 20, we published an article where the current situation in the enterprises and specific dates when the mentioned companies would be able to upgrade the production process was given. These enterprises are LLC “MN Chemical Georgia”, LLC “Russalloys”, JSC “Rustavi Azoti”, LLC “Geosteel”, LLC “Vivacement”, LLC “Max Import”, LLC “Standard Cement”, LLC “Elba Export”, LLC “Geoferro Metal”, LLC “RSM Corp”. As for the updated information, on July 18, the Ministry of Environmental Protection and Agriculture provided us with new information about 6 enterprises and clarified, additional information about LLC “Geosteel” and JSC “Rustavi Azoti“, which you can read below.
You probably remember from our previous article that LLC “Geosteel” had installed a self-monitoring system, although it was not connected to the united database of the Ministry. According to the updated information, the enterprise applied to the department on July 15 with the request to register in the electronic system, and at this stage, the process is underway. In the previous letter was mentioned that a self-monitoring system has already been installed in JSC “Rustavi Azoti”.Currently, a representative of the manufacturer is assembling the sensor, and self-monitoring issues will be resolved in June of this year.
It is clear from the updated answer that JSC “Rustavi Azoti“ did not apply to the Department of Environmental Supervision with the request to register in the united electronic system.
The letter does not specify the filtration system of LLC “HeidelbergCement Georgia”, although the installation of a continuous self-monitoring system has been completed. From July 20, the company should provide data to the Ministry.
A few months ago, construction work and upgrades were completed in LLC “Ferro Alloys Production”, the company uses modernized bag filters. If you want to learn about the introduced changes in detail, see our article. In June of this year, the enterprise submitted an EIA report to the Ministry. Without an updated “draft norms for the emission of harmful substances into the ambient air”, it will be difficult for the company to determine on which harmful substances it has the obligation of continuous self-monitoring, however, according to the representatives of the enterprise, they have already selected a foreign supplier who will manufacture and install a self-monitoring system within 4-6 months after the agreement on the draft norms.
LLC “Solo” purchased a self-monitoring system in June of this year, the reasonable deadline for its delivery and installation is mid-September.
LLC “AMB Alloys” is negotiating with the supplier, according to whose information the system should be set up and connected to the network by October 25 of this year.
About LLC “Mega Cement” letter said that the company is making a “substantial investment” in its filtration system. The company sets October 15 as the deadline for the installation of filters and a continuous self-monitoring system.
The letter does not specify the conditions of filters of LLC “Gia-2019”. At this stage, the company does not have a continuous monitoring system, however, on June 2, 2022, a contract was signed with the supplier company, which is required to install the monitoring system within 50 days. Therefore, the monitoring system should be installed in the mentioned enterprise by the end of August.
As for the enterprise – LLC “Industria Kiri“, it’s not planning to operate in the nearest future.
LLC “Lizo 2020″ has also shut down its production, as it does not have filtration and self-monitoring systems. The company is actively working to find these systems to be able to renew the production process.
The Ministry has not yet received a response from the following enterprises: LLC “Mshenebeli 2004”, LLC “Rustavi Steel”, LLC “Rustavi Metallurgical Combinat”, LLC “Graali 2008”, LLC “Georgian Alloys Group”, LLC“Composite”.
We hope that the remaining enterprises will timely provide the Ministry with information about specific dates. Even after 1 year from the enactment of the law, the fact that the enterprise not only has not installed but has not even started the process of purchasing or the supplier selection of self-monitoring systems indicates indifference on their part and a well-thought-out threat that they pose to the health of their employees and the residents of Rustavi with the purpose of financial benefits.
