Receiving the schedule of installation of filters and self-monitoring system for each plant, by June 20, was one of the demands of the demonstration, held on June 5, by the civil movement “Gavigudet”.
Today we received a letter from the Ministry, which says, that the Ministry required “to provide information about the state of fulfillment of air-protection obligations” from the 25 enterprise, operating in Rustavi, but only got this information from 11 enterprises.
The letter also says, that meeting of the Ministry and plant representatives is planned in the nearest future, where our presence is also considered.
As of today, “MnChemical Georgia” LLC is the only plant, that carries out the obligation of the continuous instrumental self-monitoring of emissions of harmful substances from the stationary sources of pollution. Besides, this plant also operates with filters of high efficiency.
What’s about “Rusalloys” LLC, the works of the construction and installation of the air-trapping devices are actively being carried out on a daily basis and is planned to finish by August 31 of the current year. Launching for the test-mode operation is planned for 1-15 September; and the full-time load operation is presumable to start from 30th of September. The self-monitoring system is also planned to put into operation for the same period – the system is expected to be prepared by the end of June and submitted to the company in July. No information about the filtration system in JSC “Rustavi Azot” is mentioned in the letter; But the self-monitoring system is, seemingly, already installed. The representative of the manufacturing firm is being invited in order to activate the system; And the self-monitoring system issue is expected to be solved in June of the current year.
“GeoSteel” LLC has installed modernized exhaust system in 2009-2010 years, and the self-monitoring system was installed in 2021 Autumn period. The system is successfully operating, but it is not connected to the unified database of the Ministry. The company representatives explain, that the document of the maximum allowable emission norms, which is not yet agreed with the Ministry, was the reason why they are not connected to the unified database. However, this document was approved by the Ministry at the end of May, this year, hence, company representatives hope, they will soon be able to join the unified system.
“Vivacement” LLC owns proper air-trapping devices, as for self-monitoring system, it is expected to be submitted to the company no later than August 1st, this year.
No information is provided about the filtration system of “Max Import” LLC, but the self-monitoring system is expected to be installed by the 15th of September.
In the letter we read, that the cement mills on the territory of “Standard Cement” LLC are equipped with the sleeved filters and instrumental monitoring of the dust exposure is carried out on a quarterly basis. As for the self-monitoring system, this company has the same supplier as “Max Import” LLC, therefore, the system should be submitted by the August 15.
Air-trapping system is operating properly, according the law in “Elba Export” LLC; an instrumental method is being used to control the cleaning efficiency of the air-trapping systems. Emissions in the ambient air from this plant do not exceed the norms, approved by the Ministry. The company has already purchased the self-monitoring system, and it is expected to arrive in the first part of July, and to be installed at the end of July.
According to the Ministry, “GeoFerro Metal” LLC has installed so called “sleeved air-trapping system”. Currently, the company has negotiations to purchase and install German machine, the process is going to take 1,5-2 months. Thus, the company should have the mentioned self-monitoring system in August, this year.
The letter also says, that in order to ensure proper functioning of the air-trapping systems, “RSM Corp” LLC has implemented various activities; therefore air-trapping and self-monitoring systems are planned to launch for full-time operation for the September 30, this year.
The Ministry has not received the answer from the following enterprises: “Solo” LLC; “HeidelbergCement Georgia” LLC; “Mega Cement” LLC; “Mshenebeli 2004” LLC; “Industry Lime” LLC; “Nika 2004” LLC (same as “Ferro Alloy Production”, information about our visit and the dates of self-monitoring system installation can be found here); “Rustavi Steel” LLC; “Rustavis Metalurgiuli kombinati” JSC; “AMB Alloys” LLC; “Gia 2019” LLC; “Graali 2008” LLC.
