As you already know, according to the changes in law, from June 1, 2021 enterprises have the obligation to measure emitted harmful substances with the continuous instrumental method. However, even after more than a year, most of the enterprises have not fulfilled this obligation.
In order to promote an effective enforcement of abovementioned changes, receiving the schedule of installation of filters and self-monitoring system for each plant was one of the demands of the protest action, held on June 5, by the civil movement “Gavigudet” (see the article).
Our movement has requested information, about the situation in the enterprises, from the Ministry several times. The latest updated schedule we received on September 29, 2022. We would like to remind you, that the Ministry had required “to provide information about the state of fulfillment of air-protection obligations” from the 25 enterprise, operating in Rustavi. As of today, the Ministry has received information from 19 company.
According to the updated information, those enterprises, which, according to the previous schedule (data of August 17), should have finished installation and testing mode by the mid of September, have still not applied to the Department of Environmental Supervision in order to register in the unified system. These enterprises are: “VivaCement” LLC, “Standard Cement” LLC, “Elba Export” LLC, “GeoFerro Metal” LLC, “RSM Corp” LLC, “Gia 2019” LLC, “Max Import” LLC and “Solo” LLC.
The installation works of the self-monitoring system are currently underway in “VivaCement” LLC and the company plans to apply to the Ministry for joining the electronic system for October 26.
The delivery of the monitoring system for “Standard Cement” LLC was planned for August 15. However, the company signed a new contract with the supplier, which pushed the delivery date to December 15, 2022.
In case of “Elba Export” LLC, the monitoring system installation work was planned to be completed by the end of July, however, according to the latest information, the installation process at the enterprise is currently underway and will be completed in the second half of October.
The delivery and installation of the monitoring system for “GeoFerro Metal” LLC was planned by the mid of August. Although, the company had to sign a contract with a new supplier; and considering the financial situation, the company will only be able to purchase the system by the end of the current year (December 31, 2022).
In the updated schedule, “RSM Corp” LLC has indicated September 30 as the deadline for putting the self-monitoring system into operation at full load, but according to the data of September 29, it is a fact that the company has not applied to the Ministry.
“Max Import” LLC should have finished the installation by September 15, however, installation works are currently underway and in order to join the system, the company will apply to the Ministry on October 21.
“Solo” LLC should have finished the installation by mid of September, but in the updated schedule, October 20 of the current year is indicated as probable date of installing the self-monitoring system and to join the electronic system of the Ministry.
What is about “Gia 2019” LLC, installation works should have been finished at the end of August, however, as it is clear from the letter of the Ministry, installation works are currently underway and is expected to take 30 calendar days (October 22, 2022).
According to the latest data, the obligation is fully fulfilled by the “MN Chemical Georgia” LLC and JSC “Rustavi Azoti”. Likewise, “HeidelbergCement Georgia” LLC and “GeoSteel” LLC are registered in the unified electronic system, and web service assembling/connection works are being carried out in order to continuously transfer data to the electronic system.
As for the rest of the enterprises, according to the previous data, “Rusalloys” LLC was planning to launch self-monitoring system at full load for the September 30, current year. However, the updated schedule informs that the company pushed this date to November 15.
The recent information, provided by the “Ferro Alloys Production” LLC, says, that without an updated “draft norms for the emission of harmful substances into the ambient air”, it will be difficult for the company to determine on which harmful substances it has the obligation of continuous self-monitoring, however, the representatives of the enterprise have already selected a foreign supplier who will manufacture and install and launch the self-monitoring system within 4-6 months after receiving the order.
Unlike the other companies, “AMB Alloys” LLC has not changed the previously indicated date and plans to ensure the smooth operation of the system and connection to the unified network for October 25, 2022. Another company, that has not changed the dates is “Mega Cement” LLC, which has indicated October 15, as the reasonable date for system installation.
The latest schedule was the first one, that included the information, provided by “Mshenebeli 2004” LLC. As it turns out, the company is under the negotiation process with the supplier and monitoring system is planned to be installed at the beginning of November 2022.
The Ministry has not received the information from the following 5 enterprises: “Rustavi Steel” LLC, “Rustavi Metallurgical Kombinati” JSC, “Graali 2008” LLC, “Georgian Alloys Group” LLC, “Composite” LLC.
Production processes are suspended in “Lizo 2020” LLC and “Industry Lime” LLC.
