Today, on January 10, in Rustavi City Hall, public deliberation of the scoping report on the construction-operation project of the waste recovery (recycling of waste oils) production facility and the temporary storage facility of hazardous waste (waste oils) of “Standard” LLC was held.
We welcome the fact that a hybrid format for holding public deliberations has been introduced and that citizens have had the opportunity to participate in the meeting online via Zoom platform. Our team informed the citizens about this in advance (see post 1; post 2).
In addition to our team, representatives of the enterprise, consulting company, National Environmental Agency (Department of Environmental Assessment), Environmental Information and Education Center and City Council attended the deliberation.
Also, based on our provided information, 4 citizens joined the meeting via Zoom.
The activity planned by “Standard” LLC envisages the secondary processing of industrial oils, which belong to the category of hazardous waste.
The planned activity involves the arrangement and operation of a temporary storage facility for used-waste oils and a technological line for the recovery of waste (of the used-waste oils). The project envisages receiving hazardous waste oils at the production site, temporarily placing them and restoring them.
Any technical oil can be regenerated in the project unit, including: residual hydraulic oils; transformer oils; turbine oils; Motor oils and others.
Traditionally, our team prepared comments on the scoping report, which we voiced at the public deliberation, sent it to the Ministry, and we presenting them to you as well:
– The scoping report mentions that the enterprise will not receive oil containing PCBs (polychlorinated biphenyls). How will the received raw materials be controlled for PCB content?
The representative of the enterprise explained at the deliberation that the oil content and origin will be checked based on the attached certificate.
– Does the obligation of self-monitoring apply to the activity?
In this regard, the company is waiting for the scoping report.
– It is desirable to indicate in the EIA report the route by which raw materials (hazardous waste) will be brought to the territory of the enterprise.
– How long will the hazardous waste be kept in the territory of the enterprise and what is its maximum quantity? How much hazardous waste is produced daily?
– Taking into account that the inhabited area is quite close to the enterprise, in case of granting a permit, immediately after the enterprise is put into operation, it is necessary for the Ministry to strictly control and check the safety norms implemented by the enterprise and compliance with the EIA, in order to avoid undesirable consequences.
– It is desirable, if there are any comments, the letters sent by us is sent to the company as well, so that in the future documents of administrative proceedings, the errors in the previous document are not repeated.
– Due to the fact that the civil movement “Gavigudet” actively monitors the ongoing administrative proceedings in the agency, about the existing/planned enterprises in Rustavi, attends public deliberations and sends opinions, it is desirable that the relevant decision or conclusion issued on a specific activity, together with the company and the municipality, is sent to us to the following email: gavigudet@gmail.com.
After the public deliberation, we also visited the territory of the enterprise and got acquainted with the work planned for the technological cycle. The company has them on site and after receiving the permission, oil reservoirs (2 pieces, both 7 tons) will be installed, the combustion system will be arranged, a concrete cover will be expanded on the area and an oil collector will be arranged in order to avoid pollution of the area in case of an emergency spill.
