\"\"On January 14, 2022, the civil movement “Gavigudet” applied to the Ministry of Environmental Protection and Agriculture of Georgia for public information. We asked the Ministry to provide information on the enterprises that, as of December 31, 2021, had fulfilled their obligation to continuously determine the actual amount of emissions from stationary sources of pollution during the organized emission of pollutants into the ambient air. Simply put, we were interested in which enterprises have the so-called emission measurement device installed in the industrial chimney. This device provides the Ministry with the information about emissions online and continuously.<\/p>\n

We were also interested in which enterprises and when applied to the Ministry for registration in the electronic system of continuous instrumental self-monitoring of emissions; Which enterprises currently carry out continuous instrumental self-monitoring of emissions from stationary sources of pollution and which pollutants are included in this monitoring.<\/p>\n

On January 4, we received answers to our questions from the Department of Environmental Supervision that the obligation of continuous instrumental self-monitoring of emissions of harmful substances from stationary sources of pollution on the Rustavi-based enterprises is fulfilled only by LLC Mn Chemical Georgia<\/strong> (Production of manganese oxide and manganese sulfate), which carries out continuous monitoring of two pollutants: Nitrogen dioxide (NO2) and carbon dioxide (CO), as well as the temperature parameter of the air dust mixture. As it is clear from the answer, from January 28, 2022<\/strong>, the data of the enterprise is continuously supplied to the electronic system of the Ministry. It is true that the Department did not answer our first question, although their answer shows that as of December 31, 2021 (7 months after the entry into force of the law), no enterprise in Rustavi is fulfilling the obligation to carry out continuous instrumental self-monitoring.<\/strong><\/p>\n

In the letter of the Department there was also mentioned that from the enterprises operating in Rustavi, the following two companies applied to the department for registration in the electronic system: on November 30, 2021, LLC Rustavi Steel<\/strong>, which was refused to join the system due to non-compliance with the mandatory registration requirements and JSC Rustavi Azoti<\/strong>, which applied to the Department on December 31, 2021 and the information and documentation submitted by them are currently under review.<\/p>\n
